Title: Managing a DWI

This two-day symposium is designed for New Jersey law enforcement officers who conduct or supervise DWI investigations. The program provides a comprehensive overview of the DWI enforcement process—from initial detection to final case disposition—while highlighting current trends, legal considerations, and best practices used throughout the state.

Officers will build confidence in identifying impaired drivers, conducting thorough roadside investigations, and managing the arrest process in a legally sound and efficient manner. Instruction will address both routine and complex scenarios commonly encountered in the field, including procedures and challenges associated with actions at a hospital, evidence collection and post-arrest responsibilities. Emphasis will be placed on effective report writing, accurate documentation, and time management strategies to strengthen case outcomes.

Participants will have in-depth conversation on statutory and case law requirements, including the Dyal SubpoenaMcNeilly Search Warrant, and traditional subpoenas used for obtaining blood, medical records, and other evidence.

The symposium will also include an overview of the NJSP Drug Recognition Expert (DRE) Program, the Bergen County participation in the program.  Officers will get an understanding of a DRE’s expectations of the arresting officer, the role of the DRE, and how DRE findings support prosecution.

Municipal prosecutors will present current courtroom trends, common defense challenges, and best practices for ensuring cases are properly prepared for trial. Their insights will provide officers with a deeper understanding of what leads to successful prosecutions and how to avoid common pitfalls.

NJSP ABTU will be covering case law and testing at a scene. NJSP Lab will be presenting about evidence collection for toxicology screening and their processes. BCPO FAIU will be presenting about DWI in major cases at trial and how to collect the proper evidence.
